Dothan Housing Releases the RISE Tenant Workforce Development Program
An Answer to Section 3 Workforce Development
Dothan, Ala.--- Dothan Housing (DH) proudly introduces the RISE program, a Department of Resident Services initiative, to the Wiregrass Area! The Resume, Interviewing, Soft Skills, and Education (RISE) program is designed to assist the Public Housing Authority (PHA) in tenant workforce development. Classes are open to all tenants and clients of Dothan Housing and occur on-site at various DH properties.
The HUD-mandated Section 3 provision requirement reads, "recipients of certain HUD financial assistance, to the greatest extent possible, provide training, employment, contracting and other economic opportunities to low- and very low-income persons, especially recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low-income persons." Section 3 has been in place since 1968, but HUD initiated a final rule that went into effect on July 1, 2021. The new final rule focuses on the importance of longevity and career development for participating residents and businesses and the empowerment of workers.
DH understands the importance of bridging the gap between employers and tenants by providing needed skills training to those who desire it. Training in the RISE program's core areas of focus promotes employment confidence in applicants and boosts available opportunities.

"The RISE program is entrusted to build the esteem of those seeking employment opportunities within our communities and return, introduce a proficient workforce to those employers under the Section 3 mandate."
